Many thanks. This was part of a painful conversion from Vista to Win7. I had to get this running si in the interim I reformatted the drive and reloaded Win7, and then the HP s/w, and all functions worked! Amazing what brute force and ignorance will accomplish
. The hpqcxs08 then was set up as manual and the others as automatic. I'm not sure what calls the hpqcxs08 but maybe manual is adequate.

On the installer there should be a Network component. I'm not sure of the exact naming but put the CD in and see if you can install anymore components. Make sure all the network components are installed. Then try again.

This original disk does not support Win7. So I downloaded the new software from HP. That installer starts, but I never get to anything that looks like a Network or accessory install. It only gives me 2 radio buttons, one for USB the other for a Wi-Fi install.
So thinking I needed a CD from HP, I ordered a $10 CD. It had the same compressed software as the download. Basically I wasted $10.
I'll retry the whole thing one more time.

Sorry about the CD. As you found out, you gain nothing over the web download.
After running the executable you downloaded, click the:
"Install Network/Wireless Device" button, then click the
"Next >" button
Check the "Selected Software" link and you should see a screen that lists all of the components to be installed.
Make sure the first 2 items are checked.
If you still run into an SLP problem, type services.msc in the "Run" menu and click enter. Scroll down the list and look for "HP Network Devices Support". That is HP's SLP service. Make sure it is running. If you don't find it in the list you may have to register the dll. The dll is generally located here: C:\Program Files (x86)\HP\Digital Imaging\bin\HPSLPSVC64.DLL assuming you are running the 64-bit version of Win7. To register it, type regsvr32 "C:\Program Files (x86)\HP\Digital Imaging\bin\HPSLPSVC64.DLL" in the run menu and click return. If the registration was successful you should get a dialog stating that the registration was successful.
click the "OK" button.
I'll pause here so you can tell me whether you found the service or not? If it was running or not? If you didn't find the service, did you find the dll? If you found it were you able to register it? Once you answer those questions, or tell me where you got lost, we can take this further.

Thanks Mike,
I fogot to tell you that I'm running Win7 32-bit. I don't get those choices.
I can either uninstall the software or Add a Device.
If I select Add a Device, then I get 2 radio buttons. USB or WiFi. No other options.
If I select WiFi, then I get "The Specified Service does not Exist as an Installed Service"
The dialog then returns to previous screen.
Your recommendation is suporting 64-bit, which is not an option for me on the impacted machine.
Thanks,
Tom

Solved!!!
Your hint to do the Network install led me to go back to the orginal CD (XP, Vitsta). I found the MSI in the 32-bit Network directory. When I activated it, it installed the HPSLPSVC32.DLL & service. Add a printer now works properly.
I suspect the I had used REVO at some point to perform an unistall of another printer and that software zapped the service.
Thanks for the help.
Tom

That's great Tom, I'm glad to hear it! The software supports 32-bit Win7 it's just that the name of the dll changes. I don't know why the software wasn't installing the SLP service. Did you download the full solution - OJProL7X00_Full_14.exe? There are a couple different flavors of install that can be downloaded. I find the full solution to be the least troublesome.

I was actually trying to install a Photosmart C4580. Then I tried a C6280. In both cases I downloaded the current Win7 32-bit selection.
Neither would install the Network component. I believe that the Network component was installed before I upgraded to Win7 off the original Vista CD. As a residual install, the service was still available until I REVOed it.
I really don't understand why it wouldn't install off the current software when I had performed a compete uninstall even deleting the entire Digital_Imaging directory.
