Reinstalled printer and as before, it would and could print but the solution center gives me the same message HP cannot run because your installation is not complete. UM, YES IT FRIGGIN' IS!!!
But now when I click on display status, yes, while the printer is on, it says the printer is connected but it can't display the in levels. Well, I know there's ink because I JUST GOT DONE REPLACING ALL 5 CARTRIDGES! But it won't show anything else the Solution Center is suppose to show and then do.
I'm so friggin' pissed right now I want to tell HP where they can go. But that won't get me any help and it won't get this problem, THAT WASN'T THERE UNTIL THE LAST UPDATE.
I will however ask that someone within HP GET THEIR HEAD OUT OF THEIR YOU KNOW WHAT AND FIX THIS CRAP!!!!

I got a new HP laptop with Windows 7 (64 bit) and things were working o.k. with Solution Center Rel. 14 and my HP Photosmart Premium c309a All-in-one, I would JUST have to reboot after a scanning project because somehow Solution Center would show "printer disconnected."
However, a couple of weeks ago, several programs were updated, including the Registery, and then I could not open Solution Center at all and started getting this message "...installation is not complete." I uninstalled and installed about 4 times, tried reading all of the support forums to see if there was a solution, but found nothing that worked and got very frustrated.
Came back this morning and thought maybe it is a sequence issue...so I tried this and it worked!!!
1. Removed the Printer Device and Uninstalled HP Solution Center
2. Rebooted both the computer AND the printer
3. Disabled my firewall and anti-virus
3. Went to HP.com, selected Software & Driver Downloads, selected my printer and OS, then downloaded.
4. SELECTED "SAVE" the download instead of "run."
5. Then went to the downloaded and saved file, clicked on it and began the installation.
This time it appeared to install correctly and Solution Center opened up and worked!!
However, whenever I close Solution Center and then click on the Icon to reopen, I get an installation box that asks "Do you want to allow the following program (Hpqdirec.exe) from an unknown publisher to make changes to this computer?" I had this box before when I was getting the "installation is not complete" message, only now if I select yes, Solution Center opens and works. AT LEAST FOR NOW!!

I've tried uninstalling and reinstalling the software NUMEROUS times, including doing the 4 stage scrub, my printer already had a static IP, etc. I just spent 10+ hours doing this and no luck.
Interestingly, i've been trying this because my desktop (Windows Vista 64 bit) won't launch Solution Center, which I tried to launch because I can't scan directly from the printer. That's a separate bug.
I can use the scanner, but only by putting the documents a page at a time directly on the glass (no feeder), and using Windows-native software to do the scans. As I have a fair amount of paperwork that needs to be scanned, this is painful.
As a data point: I don't have Solution Center installed on my laptop, which is running Windows XP, and it works fine from the scanner's document feeder.
I've been unhappy with this printer since day 1, and I'm afraid HP has lost me as a future customer.

I forgot to mention: when I try to do a full install of all the components, it fails. Finds some sort of "solution" online which basically means it does some sort of partial UNinstall. Off to do another 4-level uninstall and try again with a single component at a time (which has, sort of, worked in the past.... just fails to get Solution Center to run).

This bug has been around for a very long time. I have fixed it many times (it *will* come back again after a few months) and the following solutions and work-arounds exist:
1. If you only want to scan then find hpiscnapp.exe (it is in C:\Program Files\HP\Digital Imaging\bin on a 32-bit OS). Put a shortcut somewhere and then you can scan without "solution" center.
2. Try to "Add a device" in the HP start menu for the printer. Even if this does not terminate (!) "solution" center should now
be working (just terminate the add a device task if it hangs).
3. Do the level 4 uninstall as suggested elsewhere with the numerous re-installs/re-boots.
This works for me where my all-in-one is on a wired ethernet with a fixed IP address. I use Windows 7: 32 and 64 bit.

This finally happened to me with a networked Officejet 7310 and WIndow 7 x64. Printing works, but the Solution Center gives me the above dialogue.
I can restore Solution Center functionality by uninstalling/reinstalling the complete package of HP software (AIO_CDB_Net_Full_Win_WW_130_141.exe, dated 2009-10-21, Version 13.1.0, 362.68M) but all gains are lost after a reboot.
Coincident with this behavior change after reboot - The "HP Officejet 7300 series fax" disappears from the Devices and Printers. I wonder if *this* is what the Solution Center doesn't like?

I wasted the time to sign up just so I can comment here that I've been dealing with this issue for about 10 months now. Multiple computers, OS's, etc. This is just a nightmare of an oversight/bug on HP's part.
I've tried every published solution on the internet and always end up right back to square 1.
Its one of the most frustrating issues I've ever had to deal with and I own an IT Services franchise. This (and their cripplingly terrible support) is the reason I no longer recommend HP products.

I tried all of the suggestions in this thread and nothing worked. So restarted the Printer spooler services and then finished the installation again. When I rebooted the computer everything stayed installed correctly. Error message has disappeared. So the error message for me seems to have been created by the printer spooler.
Hope this helps someone else....
