HP Deskjet 9650 Printer

From what I can see, there has not been printer software support for this printer since the days of XP.

Not likely that the installation CD will install the functionality for Windows 10.

Try / Consider

Use "Add a Printer" to regain basic print functions for your vintage printer.

Driver Suggested (after Windows Update), look for:

Deskjet 9800 Printer (Microsoft)

OR, if that does not work:

Deskjet 9800 Printer (HP)
