I understand you are getting a pop up soon after installing the HP printer software. I'll be really glad to help you with this,
From the Start Menu, select Settings, then System and then select Apps and features in the left-hand pane.
When the list has populated, locate HP Welcome and left click it - you should now see the option to Uninstall.
If the above doesn’t work, open windows Control Panel and in the top right, next to View by select 'Large Icons'. From the new layout, select Programs and Features and let the list populate.
If the HP Welcome program is listed here, right-click the entry and select Uninstall.
I hope this helps. Let me know if you need any further assistance. I'll be more than happy to help.
Feel free to post your query for any other assistance as well,

I have solved my problem using the Norton Support (Norton problems as well) In the Windows Control Panel in Power Management, select "What happens when you close the lid" - there is a check box "Enable fast start" - remove the check mark and save. It is a "new" feature in Windows that do not quite work as intended - windows don't clean up the files. It solved the problem of pop-up box and my problems with Norton
