HP Officejet 5600 All-in-One series purchased 5/3/2007. Sorry, should have included that in the first message.
There is a follow on pop-up box with the header "hpqthb08.exe - Common Language Runtime Debugging Services" that says "Application has generated an exception that could not be handled."
"Process id=0x1e4 (484), Thread id=0x1e8 (488)." Note - the values in parentheses change each time.
"Click OK to terminate the application."
"Click CANCEL to debug the application."
When I click CANCEL another pop-up box with the header "hpqthb08.exe - No debugger found."
"Register JIT debugger is not available. An attempt to launch a JIT debugger with the"
"following command resulted in an error code of 0x2 (2). Please check computer settings.
"cordgb.exe !a 0x1b4"
"Click on Retry to have the process wait while attaching a debugger manually."
"Click on Cancel to abort the JIT debug request."
I have uninstalled and reinstalled the HP printer installion disk with the same results.

It can fix a lot on its own and if not give a better idea of what is going on.

This is an update. I downloaded and ran the HP print and scan doctor and the fatal execution error still is happening. I ran the doctor again just for good measure and results are the same. I also checked the Event Viewer system entries and the same entry is still being made. Is there a Plan B?

After some research it seems this may be linked to out of date .net framework. Grab the latest version here:

I downloaded MS .NET Framework 4 last night and still get the same results on system boot. I checked the installed programs list and now show the following.
MS .NET Framework 1.1
MS .NET Framework 2.0 Service Pack 2
MS .NET Framework 3.0 Service Pack 3
MS .NET Framework 3.5 Service Pack 1
MS .NET Framework 4 Client Profile
MS .NET Framework 4 Extended
Just wondering, are the earlier versions still needed and can they be deleted since NF 4 is now installed; and maybe there is a conflict between the earlier versions. Or are all of the versions required for system function? I don't use any of these.

Check out this link over in microsoft answers. Looks like multiple versions of .Net are just fine as the individual programs will often look for a specific .Net version:
The older versions should be just fine to leave. I know of no known conflicts at this time.
