HP Deskjet3940 appears offline

Hi,

An old printer in the office HP Deskjet 3940 is not printing anymore. It is showing offline and the power button is blinking but it is detecting paper jams and missing cartridges. I tried uninstalling the printer and reinstalling it. I also tried it on several different laptops and it is giving the same issue. HP Printing Diagnostics program did not find any problem with the printer, and my printer trouble shooter is asking me to switch on the printer :-s

I tried a different cable today but no use. I noticed the power button starts blinking as offline even before the usb cable is plugged. as soon as the electricity is connected
