How to restore printing on HP 1300 after trying with printer powered down? [ Edited ]

A print request is sent to a HP LaserJet 1300 printer directly connected -via parallel port cable, port DOT4_001- to my PC - Windows XP SP3- when the printer is not powered up. The print request fails. The printer is then powered up. That print request and any subsequent print request fail. Powering the printer down then up doesn't change the condition. Canceling all the print requests and reissuing a request still fails. The only way I've found to resolve this is, with the printer powered up, to power down then power up the PC. Then all outstanding print requests not previously canceled are honored, as well as all new ones.

Is there any way to unlock the print requests that doesn't require powering down/up the PC?

The product you have seems to be a commercial printer. For the best chance at finding a solution I would suggest posting in the forum for HP Business Support!
