Printer blinking and saying Turn off then turn on....

I have a J4540 All in one and just changed to a new tower with Win 7 65 bit and now my HP printer is flashing lights like crazy telling me to turn it off than on. Which I have done and have done everything short of throwing it out the window to make it work. My disk is packed away in storage and I can't seem to get my HP Solution and Essentials back. Tried to bring it over from old tower with no success. Help I am depended on for printing. Thx.
