Printer won't print unless I restart my Computer

I have a Deskjet 3050 all-in-one. Most of the time my printer won't print right after I send something. It prints after I restart my computer. The Blue wireless button is on. Sometimes it looks like my printer has "gone to sleep" like a power saving mode or something. there are still lights on, but not as bright, and the screen is black. Please help. This is very aggravating, when i have to close out everything just to print

Are you using a static or dynamic IP?

Is the 3050 connected directly to a wall plug?

I have no idea, would that matter? and yes the printer is plugged into the wall

Make sure that you are using a static IP.

If I use a static IP, can I still take my laptop to other places and use their networks?

I entered my own IP and printed one thing, but the second didnt go
