Busy signal on incoming faxes

I just installed a phone line for my fax using a cable tv provider.  It goes like this.  Cable from the wall to the cable modem, ethernet cable from the cable modem to the pc, and a phone cable from the cable modem to the HP 6310 all in one.  I can send fax, but when someone try to fax me something they get a busy signal.  Thanks.
