Fax not sending or receiving

I have a HP Color LaserJet CM1312nfi.  Can't receive or send faxes.  Ran fax test report and fax detected an active telephone line and is connected to the correct port.  Connected from data port on two line phone.  Connected the phone line directly to the fax machine.  No change.  Tried to test at HP test site.  Machine dials and beeps, but I can't hear the number dialing or connected with remote fax.  Only recent change made was to hook up new Windows 7 HP laptop.

Would really appreciate some help with this problem.  I'm at a loss on what to do.

i sent fax text several times, (1-888-473-2963), send looks ok, but cannot receive fax back, keep show " phone off hook",the fax test all pass.
