HP 2140 Fax

My Hp 2140 fax will not send to a verified number.  The display will show "G3" and the confirmation page states "No answer".  I am able to fax locally and long distance and there is no problem with either.  I have verified with the company that their fax is online and receiving documents.  The company even gave me a second number to use and the same display and confirmation is received.  Anyone know what could be wrong?  Any suggestions?
