My HP All-in-one L7680 Fax machine won't recognize distinctive ring and goes to voice mail.

When a fax tries to come in the machine doesn't recognize the distinctive ring and sends it to voicemail.  The fax wizard defaults back to single ring even though I keep changing it to three rings. The fax wizards also WILL NOT send a test fax for me.
