ScanJet 5590 software won't install on Windows 7 Pro 32-bit

I am trying to install the software for an HP ScanJet 5590 on a new laptop running Windows 7 Pro 32-bit.  I'm using the latest software from the HP site.   I don't get any error message.  The install says it installed successfully and I click Finish (actually I get that screen twice) but there is no software installed.  (I had Windows Firewall disabled and Symantec Endpoint Protection disabled.)  When I tried installing in safe mode, I do get the following Error Code 28157710  (for \setup\hpzfwx01 inside the temp folder used for the install).

Update:  I was able to install Ver 9 of the software [I changed the properties of the .exe to be compatible with Vista and to run as administrator (even though I was logged on a profile with admin privileges.)] and then I was finally able to get the driver installed.  However, I am still unable to install Ver 13.
