When scanning forms and save as a .doc and not a pic

HP Officejet 6500 Series all-in-one.

How do I scan forms into my computer using Windows 7 as a .doc to be filled out?

Sorry, you will need a 3rd party application to bring it into Word directly.   Sounds like you want an OCR program.
