Can my C7250 be used as a fax modem for use with Windows fax and scan? Windows 7.

No. A fax modem is a card that has to be installed on the computer's motherboard. You can use the fax driver if one installed with the printer. To check you can open Devices and Printers and right-click on your printer. If you see an arrow beside default printer, Printer properties, and Printing preferences, highlight any one of those options so that a sub menu appears. On that sub menu it should say HP Photosmart C7250 and Fax HP Photosmart C7250. If you don't see anything like that, look for another printer in the Devices and Printers folder that has the same name as your printer with the word fax at the front. If you don't see that either, then you don't have a fax driver for that printer.
