TX2517ca, wont Boot - Blinking blue LED lights - Num Lock & Caps Lock

notebook just decided NOT to boot one day..I can hear the fan and very minimal HDD activity. I've tried the Hard reset as directed by HP and removed the battery etc... the lights blink exactly the same time, stay on for 1 sec, and the off for 3 seconds and then blink simultaneously again, and doesn't stop till I pull the power, there is no clicking, grinding, beeping nothing, nothing on the screen at all. The rest of the lighted buttons are solid blue.
FYI, I am a computer technician of 15 years...home based at this time. so I have pulled the memory, cleaned them, 2 (1GB & 2Gb), compress air dried them and blue out the slots and reseated even by doing only 1 at a time, no change, same end result, blinking LED's. So I just pulled the Hard drive, connected it to another machine as an external HDD, it works fine, I can see the C drive and the Recovery drive without any problems. so at this point I have just pulled the battery from the board and will leave for a while to see if we can drain the BIOS/CMOS (wondering if software is stuck in hibernate or sleep and when powering on is only returning to similiar state, but wouldn't account for no screen display...) everything so far is pointing to CPU I would think. Next after replacing existing Hard drive and try booting if that doesn't work, I have a working blank Hard drive I can insert to try for the hell of it...stay tuned...
Oh, also system is immaculate, no collected hair or dust in fan ports etc..

Leave the battery out of the compartment for at least 30 minutes. Do not attempt to turn on the computer and do not touch the battery within that time. Some HP laptops may require you leave out the battery longer to clear CMOS, others might take only 10 to 15 minutes to reset

well clearing the CMOS did nothing...
inserting another hard drive did nothing..
same end result just blinking blue lights...
CPU?

I can accept as solution as long as 1 blinking LED that never stops or hesitates indicates CPU then the information you sent is sort of correct as it states the blinking starts a sequence, stops and repeats, there is no hesitation to what I am seeing and I just watched for a full 2mins!! The LED lights for 1 sec and is off for 3, is on for 1 is off for 3. is the off for 3 seconds the hesitation the document speaks about?

Try cooking your laptop. If you force the machine to overheat, then the legitimate overheating error may clear the false positive and allow you restart your computer again. It has worked for me, almost on a weekly basis. I won't deny that this error indicates that your machine is a wreck, but it can be a semi-functional wreck at least. Besides, if you can prove functionality to an extent, then you can help confirm that this extremely common error is a defect of the machine itself rather than a random bad CPU.

Turn the monitor sideways and wrap something around the exhaust port. Burry the whole thing in blankets or clothes to try and keep the heat in. Let it run for an hour or two, plugged in, until the machine overheats and shuts down. In my experience, this has allowed me to resume use of the computer.
