Infrared Emitter Cable

Can someone tell me what is the infrared emitter cable used for?

It came with my HP Touchsmart 300-1360.

IR Emitter cable is used to connect to the cable set top box. So, you will be able to control the set top box, like changing channels using the computers remote control.

Do I still have to connect the cable company's incoming cable to my computer in order to watch TV on the computer?

The IR cable should be connected to the IR blaster out port which is behind the Touchsmart, below the audio out port (Green color).
