Power-on password key needed. HP touchscreen 520 PC. Forgot key.

Just bought a desktop HP TouchScreen 5 20 PC. Created a Power-on password key.  Tried to change the password key. Changed to default setting. Recovery Disk does not bring to Factory setting. Power-on key still needed to access the computer. after tuning off.
