TOUCHSMART 300z PROBLEM/QUESTION

Hi, I have a question about my touchsmart's CPU usage and how it affects the computer.

My CPU usage is usually around 30-50% when I'm idle. Is that normal? (Started ever since I got the computer)

And my computer's speed is really slow. My theory is that the CPU usage is making it slow but I'm not entirely sure.

Please reply if you know the answers and comment how I could fix them. Thanks
