Touchsmart 300-1025 very poor analog TV Tuner Quality

I just purchased this PC for my wife and everything works great except for the analog cable TV Tuner picture quality. It's grainy/noisy/blurry...just plain terrible.
The tuner is reported as an AVerMedia A323 MiniCard Hybrid ATSC.
I've installed all available driver updates from HP's support pages, but no difference in picture quality. The quality looks the same in both Windows MCE and Touchsmart MC.
SageTV makes the picture look a little better since it gives me access to so many more Tuner-related quality settings than the TouchSmart Media Center and Windows Media Center TV apps.
I'm at my wits end trying to make this look acceptable....I'm ready to return the computer and buy a different one.
Anybody got any ideas?

Grainy/noise/blurry sounds like a bad signal or somehow the wrong signal type is being used by MC. Have you simply tried hooking up rabbit ears (temporarily), rerunning TV signal setup and selecting Digital in Media Center to see what the digital broadcast channels look like?
