task manager programs don't work

When I try to pull up maintenance programs, all I get is notepad garbage.  Also get a ton of status etc installations everytime I reboot..

Sounds like you hard drive is a mess with bad installs or viruses/spyware/adware.  What do you mean by a ton of status etc installations?  Can you enter the HP utilities and run the hard drive test and memory test? Can you get into safe mode by taping F8 when you start the machine up? If you can, do a check disk. You may have to attach this hard drive to another desktop machine and run some virus scanning programs against it and do the check disk.
