I think the first step is figuring out if it is a hardware or software issue.
Restart your machine and let it load Windows. When you touch the screen, do you hear a faint "beep"?
If not, restart your machine and hit ESC until you see a blue window that says "Please select a boot device:" Now touch the screen again and listen for a faint "beep." You may have to tap the screen a few times to hear the beep.
Please let us know the results of this test.
