Red & Yellow Streaks On All Sheets

I have an HP Laserjet 2600n.

 

All sheets are coming out with red and yellow streaks all over the page.  When I open the front door, the plastic "conveyor belt" is almost completely covered with red and yellow toner streaks.

 

How do I clean this?  Do I have to replace the plastic belt?
