I have a new PC and It came with HP Phosto Creations. I like to send photo to friends using E-mail. To do this I was down sizing the megapixels. Where do I find this? The old system that I was using with Windows 7 was HP Image Zone, whitch I was told would not work with Windows 7.

Hi Harry.
There are lots of programs that shrink photos. Speaking for myself, one of the simplest I've found is Image Resizer for Windows. After you install it, you can right-click a photo and choose the new size; the program creates a copy at that size.
HP Photo Creations has some helpful sharing features you may enjoy as well. When you design a ship-to-home project, such as a photo mug, you can click the Share button to upload a preview of your design to a special web page. You can then share that link via Facebook, Twitter, or email.
Here's an example sharing page: Mother's Day collage print. Notice how people you send the link can view both 2D and 3D previews of your project, and even order it for themselves.
And here's the Share button I clicked to make that page:
Thanks for trying HP Photo Creations,
