click and drag on green edges doesnt work

How do I get it to move the green edges to the selected area? Windows 7 64b  ie9 c6180? The doc says it should work, but I cannot get it to move the green border-I have to click and drag over all ares I do not want to print.

IN addition, the selection popup keeps changing for Select to add to select to remove?????

 

If I cant do this, I do not want the product.
