i have a ph psc 1315v printer scanner all in one with new ink cartridges and it still not working. the light check print cartridge continues to blink and i tried everything .Please Help !

Try these instructions  http://h10025.www1.hp.com/ewfrf/wc/document?docname=c00095908&cc=us&dlc=en&lc=en&product=374575&tmp_... when you go to the document go to the part that states the error you are having (check print cartridge blinking) and read causes and solutions.  Hope this help you resolute your issue.
