Uninstall HP QLB and install this one:
HP Quick Lunch Buttons here

Wow ur a GodSend,
Dan it works perfect. I really had my doubts about doing the quick launch different version after the windows 7 install, but to my surprise, installed it, shut down, unplugged everything including the usb keyboard i've been forced to use, slightly take the laptop apart, plug the keyboard ribbon back in, and wait for it to not work again. Awesome, it works.
Anyone Getting Advice from Daniel P, Please listen, do as he says and from my experience, you'll be happier than a pig in hehe, you know what I mean.

Hey, i have a similar problem except i did a clean install of Windows 7 ver6.1 (Build 7600) and my keyboard works. However, after i installed the QLB driver (sp40139) there is an unspecified device - Keyboard_Filter_01 - in devices and printers. Is there another version of the QLB driver that can fix this problem? I have a HP dv6400 CTO, my product number is RX950AV.

Download and install this driver for quicklaunch keys before upgrading.
this is the latest driver version availabe for quick launch keys. this will definately fix the issue:

hi, im trying to figure out the whole thing behind this "keyboard filter" madness for HP notebooks. then somehow i learned it was connected with the Quick Launch buttons. I went into uninstall programs, and noticed i dont have QLB installed. And my specific notebook model doesnt have rewind, play, stop etc. like dv7 and others. My dv4 notebook just has the mute and volume toggle. Do i still need to update QLB?
I ran HP Update and everything is up to date

Yes You need it..
Uninstall Your current version.
Resources:
Uninstalling Software in Windows 7
Uninstall or change a program in Windows 7
Install latest one:
HP Quick Launch Buttons here (ver 6.50.12.1 for 32/64 bit Win7)
