Windows 7 upgrade **Language and Shipping"

I am a citizen of Canada, and i have bought a laptop in Taiwan this past week, i was wondering for the free windows 7 upgrade, which location i should chose upon signing up in the windows 7 offers page, and whether I can get it shipped to canada rather then here. Also as a follow up question, On startup of this notebook, I chose english as my OS language, does that mean my windows 7 copy will install in english or just the language of my region (which in this case is chinese).
