Did you follow the steps?
- Make sure the device is charged and then unplug it from the power, no cable going to it.
- Turn off the device, so you don't see anything on the screen, the screen is dark.
- Press all three keys together. Press and hold the power key, volume up, and volume down, all at the same time for about five seconds.
- The bios will reload and once that's done the reset to the device will continue.
What happens when you try that?

Do you see a progress bar when the BIOS update starts? It took a while before it finished and was back to restoring the device, on my device, and others that I've read about, automatically begin the restore after the BIOS is done updating, nothing else was required.
If I were to guess, it sounds like your problem is a little more complicated, like you deleted your entire operating system rather than restoring the device or something. I might suggest the three button press method one more time and just let it go for a while, don't mess around with it. But, if that doesn't work, then it sounds like you might need some higher level support than I can provide.

I was having the same with my stream 8, called hp support, was told wait time was more than 60 min. Got on PC and came here looking for help, tried your 3 finger press and it worked!! Well i think, It sure went off that blue screen its on HP BIOS Update so Im guessing it worked. just wanted 2 say THANK YOU SOO SOO VERY MUCH!!! You rock!!! Yes its installing windows! YAY!!! TYTYTY!! 🙂

OK I had the same issue and that's for my Envy X2. It was becuase it doesn't recognize the keyboard so what it is referring to is to the button on the actual tablet for volume. So press Volum + and all kept running. Just in case that someone is having that issue, the keyboard will not work.
