Modem problem !!!?

hi , my problem is when i want to connect to the net by the modem it give me a messege that the modem is open and used, so how can i solve this problem.

Please provide more information...e.g., what kind of computer do you have, what kind of modem is in it, what is the driver version, what is the OS, if you plug a phone into the plug that the computer is plugged in to, do you get a dial-tone?

no when i press the dial up button it give messege that the modem is open or it used by another program

Ok, let me clarify some.  when I said:

There is a cable running from the wall to the computer.  Take this cable and plug it in to a phone, see if you get a dial-tone.

Time Warner Cable just installed a new modem on my computer because mine went out. The technician did not reconfigure my printer; so, I called them & they said HP would have to tell me how to do it. I called HP, and they want to charge me for it. Can anyone help me to reconfigure my printer to my new modem?
