computer connection to the internet takes 15 minutes or longer

When we turn the computer on it takes ten to fifteen minutes to start up and then if you go to the internet, it takes another ten minutes to connect and then another ten or fifteen minutes to connect to a web page.  We have shut it down and restart and then it works faster.  Over the weekend it locked up and when I tried to shut it down and restart it gave me an error message and then it won't start up.  I had to shut down and reboot twice before it came up.
