dv6799ew Wake-On-Lan problem

hello!

my pc (dv6799ew) wont wake up on lan from shutdown. im pretty good in networking, i know how to configure the the network card properly to wake up the pc, which i did and managed to wake my pc with no issues from sleep or hibernation. but it wont wake on lan from shutdown. i guess the network card is completely shut when pc is shut down and does not recognise the magic packet. why is that? i tried on my fiance's hp dv2660se with Marvell network card - is has an advanced option Wake from Shutdown, which is On (which obviously means that means the card is capable of waking up from shutdown. my netrowk card (relatek) does not have this particular option but still have options of waking on lan by magic packet) - same thing, her pc wont wake up. how come? is there an advance BIOS option to enable WOL from shutdown? standard BIOS doesnt have  this particular option. is there a way of entering to some advanced BIOS? i think when those laptops are shut down their NICs are completely without power too, so cant respond to magic packet. is there a way of changing that? 

once again - i know how to configure them properly - i managed to woke them both on lan from sleep.

my PC - dv6799ew, BIOS version F.59, NIC - Realtek PCIe family card, OS - Windows 7 Ultimate
