i can not seem to get my computer to hook up to a wired internet connection at all...

when i plug my wired connection in to my computer i will read it but not let me hook to my internet! i have internet on the other one and i have even switched the cords out. i get the internet page to pop up and it says that i need to change my firewall setting but i can not get in to the firewall to change them
