I have Samsung Galaxy Tab 3 and it comes preinstalled with the HP print service plugin but it cannot detect my HP Photosmart C4380 all in one printer when I try to direct connect.
Dose anyone know how to get this direct connected.

What do you mean by "direct connect" ? The printer does not support ePrint as shown:
You may want to try the following app:

Thanks for your reply.
You are right it dose not support ePrint but it dose have Wireless 802.11 b/g.
Direct connect is where the device connects using wireless directly to the printer not through a router.
I have done this with my laptop before no problems.
I thought HP print service plugin would allow this,it actualy asks if I want to direct connect but when it scans it cannot find my printer.

If the device comes pre-installed with the HP Print Service Plugin, you might just want to check that it's enabled. In the Play Store, hit Update and then in the Settings of the phone, select On
