why do i have to be connected to the internet to connect my new printer to my computer?

I have tried for six days to connect my new printer, nothing works

why do I need the internet to connect to my computer

I have an HP XP

and I also have a toshiba laptop

I tried unsussfully to add my new printer to the desktop for two days, gave up and tried the laptop

also it will not accept the printer

I can print from my desktop,  I haven't tried the laptop

but, why can't I get it to connect

My computer is always connected to dsl through computer country to Qwest(centruylink)

what is the secret to connect
