You said you took the battery out (and described a button below the volume controls)... are you sure you're talking about an HP TouchPad Tablet computer? The TouchPad battery is not easily removable... you have to use special tools to pull the whole case apart. What device are you working on?

Had this problem...tried the home/power button and the home/power/volume button tricks and no help. I contacted HP support and they had me reseat the connectors on the power supply. To do this, twist the portion with the plug counterclockwise and it should unscrew. Then place it back on and turn it clockwise to reseat. Within 30 seconds my TP was back up and running....

I would recommend changing the charging cable too, the USB to Micro USB cable between the barrell charger and the touchpad. Mine get bent up from a tug or two, and stopped charging unless moved around to just the right spot, the new cable returned it to normal, in my case.

Hi, just had this happen a few days ago. A day of nonuse drained the battery down to 0 somehow. I then had the touchpad charging with a generic USB cable for a day and nothing happened. An outlet symbol would flash and then the battery screen would flash and then the screen would black out. This would repeat over and over. I got my hands on my friend's touchpad, who still had the original USB cable (mine broke), and used that original USB cable instead. Within 10 minutes the touchpad was up and running again with 2% battery life. The generic USB cable now charges it fine. For some reason when it's down to 0, it needs the original USB cable it came with to get enough charge to boot up again.
Hope that helps someone out there. Good luck!
