If the wireless dongle is removed and reinserted the keyboard functions (HP 710 Wireless Keyboard Combo) and there are fresh batteries in the keyboard.  I have done the following:

1. Attempted to update keyboard driver - none exist 

2. Uninstalled keyboard device and restarted

3.  Checked HP Support - nothing

4.  Ran Bluetooth Troubleshooter - nothing

5. Checked for Windows Update - none 

6. Reset Bluetooth by removing and restarting - nothing

7.  Bios is the latest version

When the computer starts it does not recognize the wireless keyboard unless the dongle is removed and reinserted.  I have also tried different USB ports and have the same results.

Thank you for posting your query; I’m here to help by guiding you through steps to resolve this issue

 

Unpair and Re-pair the Keyboard

In Device Manager, uninstall the keyboard or receiver.

Remove and reinsert the dongle, then try pressing any pairing button on the keyboard or dongle (if there’s one).

 

Disable USB Power Saving

In Device Manager, find USB Root Hub, go to Power Management, and uncheck "Allow the computer to turn off this device to save power."

 

Check the Batteries

Make sure the batteries are inserted correctly and are new or fully charged.

 

Check for Firmware Updates

Visit the HP support page and check if your keyboard model has any firmware updates.

 

Use HP Support Assistant

Download and run HP Support Assistant to find any missing drivers or fixes.
