It sounds frustrating when the brightness function keys don't work as expected. Here are a few steps you can try to resolve this issue:

Enable Generic PnP Monitor:

• Open Device Manager.
• Expand the Monitors section.
• Right-click on Generic PnP Monitor and select Enable.

Install HP Hotkey Support Driver:

• Download the HP Hotkey Support Driver from HP support page
• Install the driver and restart your laptop.

Update Graphics Drivers:

• Ensure your graphics drivers are up to date. You can do this by visiting the Device Manager, expanding Display Adapters, and updating the drivers.

Use Function Key:

• Try holding the Fn key while pressing the brightness keys.

Update BIOS:

• Sometimes updating the BIOS can resolve hardware compatibility issues. You can download the latest BIOS update from HP's support website
