I understand your new HP 15.6" FHD Touchscreen laptop gets stuck in a loop during initial setup, completes updates, then says “Something went wrong” and restarts. Let’s go through a few steps to check what could be causing this.

Disconnect from the internet during setup
Restart the laptop and begin the setup again.
When asked to connect to Wi-Fi, skip the network connection and continue setup offline if the option appears.

Restart setup without updates
Completing setup offline prevents Windows from applying updates that may be failing repeatedly.
You can install updates manually after reaching the desktop.

Perform a power reset
Turn the laptop off completely.
Unplug the power adapter, hold the power button for 15 seconds, then reconnect power and turn it back on.

Check if setup continues successfully offline
If the setup completes without Wi-Fi, this confirms the issue is update-related rather than hardware.
Once on the desktop, reconnect to Wi-Fi and run Windows Update again.

Try a different Wi-Fi network
If possible, connect to a different network or mobile hotspot during setup.
Some networks block or interrupt update downloads, causing setup to fail.

Enter Windows Recovery Environment
If the loop continues, power on the laptop and interrupt startup 3 times in a row.
This should open recovery options automatically.

Run Startup Repair
From recovery options, select Troubleshoot > Advanced options > Startup Repair.
Allow the system to check and repair setup-related issues.

Reset Windows while keeping setup clean
From recovery options, select Troubleshoot > Reset this PC > Keep my files.
This reinstalls Windows and removes corrupted setup or update components.

I hope this helps.
