I have bene experiencing this intermittent issue for quite a while and have no clue what causes it. Out of nowhere, my browser endlessly opens new tabs, one after the other. It just keeps going and going to no end. Only way to stop it is if I cold boot by turning the machine off.  My default browser is MS Edge and the OS is Win11 Pro 25H2. On the web page that opens, it always says the same thing:

Access Denied

You don't have permission to access "http://support.hp.com/us-en/error/404?" on this server.

Does anyone know what causes this problem?
