I have had 2 different 2025 HP OmniBook Ultras with the same problem: both shift keys work only intermittently.

 

After having it happen on two separate machines, and having tried various fixes, I found the solution and wanted to share, 

 

Go to Settings > Search "Language & region"

Ensure that ALL of the options in the "Language" and "Region" sections are set to either "United States" or "English (United States)", whichever is appropriate. The one on my machine that was blank that made the difference was "Regional Format". When I selected "English (United States)" and restarted my machine, the shift keys now work properly.

  • Ensure that all options in the "Language" and "Region" sections are set to either "United States" or "English (United States)".
     
  • You might need to add "English (United States)" if it's not already listed. To do this, click the 'Add a language' button, find English, and select "United States".

Set as Default:
 

  • Make sure that the English (United States) language is set as the default language.
     

Restart Your Device:
 

  • After making the adjustments, restart your HP OmniBook Ultra to ensure the settings take effect.
