I am looking for the motherboard use manual for desktop HP Envy TE01 0014 because i want to locate F_USB connecter because I am installing a PCIe wifi/bt card on the PCIe slot.

Your HP ENVY Desktop TE01-0014 (6YQ60AA) is fitted with the Rother motherboard (SSID 8653) with p/n: L56019-001. Your HP Envy TE01-0014 has front USB ports on the case itself and does therefore not have a separate internal connector labeled "F_USB" on the motherboard for front-panel USB headers.
