My CPU intel ultra 7 155u speed on system information show 1.7 but it is supposed to be 4.8. how do I change the CPU speed

The CPU performance is automatically adjusted by the PC based on the demand placed on the processor.
The 4.8 GHz speed is the max turboboost speed.
The Performance-core Base Frequency speed is 1.7 GHz, which is what you are seeing.
The processor was designed that way to conserve battery power and reduce heat output.
