Operating System: Microsoft Windows 11

Is my HP all in one 22-c0063w compatible with Samsung 990 EVO Plus SSD 1TB which has one notch.

I can't not find the specs of your machine but information show it uses HP Apulia motherboard

Yes, You can use Samsung 990 NVMe SSD but machine won't run at that speed.
