Your PC does not meet MIcrosoft's minimum W11 hardware requirements to run W11.

 

Did you try the latest W10 driver from the AMD website?

 

Select the driver listed under the W10 64 bit driver section:

 

E1-2500 with Radeon™ HD 8240 Drivers
