Why can't I receive the activation code to print from android without same network with printer ever

I just changed my phone to note 9, the hp smart print app unable to locate my printer that already set up from my previous phone. I downloaded the hp smart plug app and tried to print from my new fone without using same network wifi of the printer but the printer not able to be located. Then try to activate the printer by provide my email to receive the activation code, the email never received in my mail box or even I checked spam box as well or tried another email but all useless. Please advise.

Hi thanks for quick response 

My printer is the All in one deskjet 2624

I've tried different way to reconnect the ability of printing from my fone without using the same wifi network. Bc from my previous fone I was print out document via my 4g network

-What is the exact model for your printer?==> deskjet 2624

-Are you trying to setup HP connected account or HP Instant Ink account? ==>I don't have instant ink account

-Have you performed any troubleshooting steps before posting? ==> yes I think so,but if u do have more trouble shooting, I'll try.

What should I do to reactivate the direct wifi from my fone so I can print out everywhere anytime? I did download hp smart and hp Plugin service , hp eprint. 

My iPad works normal.

I recommend you disable web service and then enable it.

Follow the steps in the below article to disable the web services.
