I have to Voyager FOCUS UC wireless headsets and both are not updating the firmware. I have the Plantronics hub application downloaded and installed. I have also tried to uninstall and reinstall the app thinking it was the issue, but no. Both headsets were not having issues with updates before. When I try to update, it asks me to connect using a USB cable, and I did, multiple times, with 2 different USB cables.

Hello RalphJHC, welcome to the HP Poly community.
Please uninstall the Plantronics Hub and install the Poly Lens application. 
Once done please connect the headset to the PC via the USB cable and check if you can update the firmware.
