Are ink cartridge's from HP " refills"

Microsoft Windows 10 (64-bit)

I received an order of printing cartridge's from HP, but was somewhat discouraged. The packing was poor, inasmuch as the cellophane wrappings did not surround any of the cartridges and the cartridges themselves looked tampered with, partially opened. 

I always have purchased genuine HP cartridges from retailers and this was the first time I bought from the Company directly. I will be even more discouraged if these cartridges fail sooner because they were not sealed and air may have dried the ink.
Are these cartridges "refills"? If so, again I'm disappointed, as they were sold to me as original.
I would like to know if others in the community have experienced this and if they are refills

Hi @spizwink,

 

HP does not refill ink cartridges if the package is distressed and cartridges are not in good shape 

 

I’d recommend you contact HP Phone Support in your region for replacement options.

 

Follow the instructions below to reach them:

 

1) Click on this link - https://support.hp.com/us-en/contact-hp

2) Select your product type below.

3) Enter the serial of your device. 

4) Select the country from the drop-down. 

5) Select the chat or get phone number options based on your preferences. 

6)Fill the web-form and proceed further.

 

If you are having trouble navigating through the above options, it's most likely because the device is out of warranty. If yes? please send me a private message with the region you are contacting us from. Check next to your profile name, you should see a little blue envelope, please click on it.
