Microsoft Windows 10 (64-bit)

So I bought my PC on Ebay, and upon recieving it I can't get into windows because it says that there is no operating system installed, yet I even double checked on my desktop and I can boot into the drive on there, also, I can't change ANY BIOS settings because everything is locked down with a BIOS Admin Password, I can't even boot from USB drives because it also tells me that there is no operating system, I have tried just about everything there is, including removing the CMOS battery and the laptop battery, and keeping it unplugged with no source of power for over an hour and it still did not clear anything, also, I have contacted the seller and he says he does not accept returns and doesn't know anything about the password as the PC hasn't been used in a couple years, any help would be greatly appreciated.
